
The Ministry of State for Administrative Development Affairs (OMSAR) and ESA Business School signed a memorandum of understanding at the ministry’s headquarters in Starco, Beirut, in the presence of Minister of State for Administrative Development Affairs Dr. Fadi Makki and the school’s director general, Maxence Duault.
The memorandum aims to strengthen cooperation in the areas of good governance and the development of leadership capacities in public administration, in addition to supporting the transition toward a modern administration based on performance and transparency, and promoting innovation and digital transformation in the public sector.
This step falls within the framework of the 2030 program for rebuilding state administrations and institutions, amid challenges linked to the accelerating pace of change in leadership positions and the need to speed up knowledge transfer and ensure the readiness of new leaders from the moment they assume their duties, thereby reducing administrative gaps and enhancing institutional continuity.
The memorandum stipulates the development of an integrated capacity-building system in the fields of governance and public leadership, targeting members of the boards of public institutions, regulatory bodies, and executive leaders, in a way that raises the efficiency of institutional governance and strengthens the effectiveness of strategic oversight and the quality of decision-making.
The partnership also includes exploring the establishment of joint knowledge-based and executive support mechanisms through applied training programs, board simulations, and continuous assessment and development tools, contributing to the consolidation of modern governance standards within public institutions.
In this context, Minister Fadi Makki stressed that this initiative represents a shift from theoretical administrative reform to practical implementation within institutions, by enabling leaders to perform their roles from the very first moment of their appointment and enhancing their readiness to keep pace with the requirements of public service.
For his part, Maxence Duault affirmed ESA Business School’s commitment to supporting the modernization of public administration in Lebanon through specialized programs in leadership, governance, and decision-making, in line with best practices and international standards.
The memorandum of understanding will remain in effect for two years and constitutes a general framework for cooperation between the two parties, with programs and initiatives to be implemented through subsequent executive agreements in accordance with the availability of funding and resources, in a step aimed at enhancing the readiness of public administration and raising the level of institutional governance in Lebanon.
