
The Ministry of Energy and Water issued an official statement through its media office announcing the fair rates for private generator subscriptions for March 2026, emphasizing the obligation of generator owners to comply with laws and pricing regulations to ensure fairness for citizens.
The rates are as follows:
Cities and densely populated areas or below 700 meters elevation:
Price per kWh: 40,580 LBP
5-amp capacity: 385,000 LBP fixed + monthly consumption × 40,580 LBP
10-amp capacity: 685,000 LBP fixed + monthly consumption × 40,580 LBP
Villages and remote areas or above 700 meters elevation:
Price per kWh: 44,638 LBP
5-amp capacity: 385,000 LBP fixed + monthly consumption × 44,638 LBP
10-amp capacity: 685,000 LBP fixed + monthly consumption × 44,638 LBP
An additional 300,000 LBP is added to the fixed portion for every extra 5 amps.
According to the ministry, the rates are based on the average March diesel price per 20-liter barrel of 1,982,753 LBP, including operating costs, oils, filters, generator depreciation, and a profit margin for generator owners. The calculation also references an average parallel market exchange rate of 89,700 LBP per USD.
The ministry confirmed that the rates rely on the calculation table approved since 14/10/2010 and Cabinet Decision No. 2 dated 14/12/2011, in addition to the joint mechanism between the Ministries of Energy, Interior, and Economy to regulate prices. It emphasized the mandatory installation of meters and the dispatch of official letters to the ministries to enforce monitoring.
For elevators and shared units with three-phase breakers, the fixed portion is calculated on a single-phase basis, meaning a 3×15 amp subscription is calculated as 15 amps only.
The ministry also warned citizens and generator owners that the following are not allowed:
Adding VAT unless officially registered with the Ministry of Finance.
Imposing extra charges under any pretext (maintenance, network fees, etc.).
Extra fees for subscribers using solar energy alongside generators.
The statement concluded by urging the Ministry of Economy and Trade to strengthen oversight of proper pricing application and take strict measures against violators, in coordination with the Ministry of Interior and Municipalities and the competent judiciary.
