
The Ministry of Economy issued the following statement:
“The Minister of Economy and Trade,
Based on Decree No. 53 dated 08/02/2025 (formation of the government);
Based on Legislative Decree No. 59/143 dated 12/06/1909 and its amendments concerning the system and powers of the General Directorate of Cereals and Sugar Beet;
Based on Legislative Decree No. 73 dated 09/09/1983 regarding the possession and trade of goods, materials, and agricultural products, particularly Article Six thereof;
Based on Decision No. 13/H.S./2026 dated 09/03/2026 determining the selling price of unified wheat flour (Type 85);
And based on the meetings held with representatives of the bakery and oven syndicates in Lebanon on 01/01/2021, who approved the minister’s decision and expressed their full cooperation in line with the principle of social solidarity and integration;
Based on the cost analysis table for manufacturing, distribution, and sale;
Based on Decision No. 39/H.S. dated 28/05/2021 establishing two committees to study the cost of wheat flour milling and the cost of producing the Lebanese bread bundle;
Based on Decision No. 33/H.S. dated 08/08/2024 establishing a committee to study the cost of producing the Lebanese bread bundle in accordance with developments affecting these costs, particularly workers’ wages;
Based on the Ministry of Finance Decision No. 1/1291 dated 01/12/2011 determining the rates to be applied to total revenues to calculate the fixed net profit, which includes a 15% profit margin for bakeries and bread and pastry products;
Based on Minutes of Meeting No. 9/1538 dated 20/08/2024, following the minister’s approval of an increase in workers’ wages;
Based on the exchange rate of the US dollar;
Based on fuel prices in the market following the lifting of subsidies, as well as the rise in the cost of transporting flour from mills to bakeries and transporting bread from bakeries to sales centers;
In view of the number of hours of electricity outages, the increased reliance on generators, and the rise in diesel prices;
And based on the study conducted by the Ministry of Economy and Trade to determine the quantities of ingredients required to produce the best quality Lebanese bread for consumers.”
