
The International Federation of Association Football (FIFA) has announced a set of new amendments to the laws of the game, which will be applied during the upcoming 2026 World Cup.
Spain’s Marca newspaper said: "These amendments aim to speed up the pace of matches and reduce unnecessary stoppages, enhancing the viewing experience and preserving the flow of play."
It added: "Among the most prominent new rules is a five-second time limit for taking goal kicks and throw-ins. Players will be required to restart play more quickly in order to prevent time-wasting and deliberate delays that were common in previous matches. This change is intended to ensure continuity of play and reduce wasted time."
It continued: "Referees will also place greater emphasis on monitoring substitutions and changes, and any delay during players’ exits or substitutes’ entrances will be dealt with firmly. At the same time, the VAR system will see noticeable improvements in terms of speed and accuracy, making it more efficient in taking decisive decisions without prolonging stoppages."
It noted that: "These amendments come as part of FIFA’s ongoing efforts to develop football and make it more attractive to a global audience, especially with the 2026 World Cup being hosted by three countries — the United States, Canada and Mexico — and with 48 national teams participating for the first time. These rules are expected to contribute to more exciting and intense matches while preserving fairness and sportsmanship."
It concluded: "Through these changes, FIFA seeks to keep pace with the expectations of football fans in the modern era, as audiences now prefer fast-paced and thrilling matches from beginning to end."
